Business Strategy Consultants seeks one experienced social scientist to work on research and evaluation activities. This position will support the Office of Planning, Research and Evaluation (OPRE)’s Division of Family Strengthening in the U.S. Department of Health and Human Services (USDHHS), Administration for Children and Families (ACF), with particular focus on research and evaluation related to healthy marriage and responsible fatherhood programs.
OPRE conducts rigorous research and evaluation for improving child and family well-being. The Office studies ACF’s social services programs and the low-income and at-risk children and families they serve. Areas of focus include Head Start, child care, welfare, employment and self-sufficiency, child abuse and neglect, responsible fatherhood and healthy marriage, maternal and infant home visiting, and youth services. OPRE includes approximately sixty staff, primarily research and evaluation specialists. The Office oversees a portfolio of approximately $150 million in grants and contracts.
The position will support federal staff and carry out responsibilities related to supporting research and evaluation activities related to human service programs. Responsibilities will include:
The incumbent will support the Division of Family Strengthening (DFS). This Division includes work around healthy marriage; responsible fatherhood; teen pregnancy prevention; domestic violence; youth development; maternal, infant and early childhood home visitation; and child welfare. The incumbent will assist DFS staff to manage research activities and cross-divisional and cross-agency work.
More specifically, the Division requires support by a social scientist with expertise in research and policies related to marriage and relationship education with low-income couples or youth, or healthy marriage or responsible fatherhood programs as funded by ACF. The individual should have expertise related to the research and evaluation of one or more of these areas. The individual should have strong evaluation methodology skills including both qualitative and quantitative methods, and experience relevant to program performance measurement and continuous quality improvement. The individual will ideally have experience with impact evaluation, including randomized trials in human service settings.
The incumbent will (1) use knowledge of youth development, family systems and economic self-sufficiency, research and evaluation methodology, and statistics to assist staff in preparing program announcements or requests for proposals, (2) assist federal staff in communicating with grantees and contractors and coordinating evaluation, performance measurement, continuous quality improvement, or other research activities, (3) serve as liaison between OPRE staff and grantees and contractors to ensure quality, timeliness, and inclusion of ACF’s goals and priorities and recommend actions to be taken, (4) plan and accomplish assignments in support of OPRE staff, (5) provide guidance to federal staff on statistical and technical issues related to ongoing research projects, (6) prepare and present oral presentations of OPRE research at local and national conferences, (7) prepare a variety of position papers, issue analysis, written comments, briefing documents, and fact sheets concerning data, research findings, and program operations, (8) identify opportunities for collaborative activities across program areas and agencies.
This position will be located in Washington, DC.
A master’s degree with three or more years’ experience in a related field or Doctorate (Ph.D.) in Child and Family Studies, Public Policy, Public Health, Sociology, Social Work or related fields. Experience with research, program evaluation, and knowledge of policies and programs affecting children and families served by ACF programs.
The salary will be $80,000 to $102,000 depending on experience, skills, and capability of the candidate. Although a full time staff is preferred, highly qualified part-time applicants will be considered.
