The core function of the Center for Health Promotion Director is to direct behavioral science and epidemiologic studies to assess the importance, prevalence and preventability of risk factors for major causes of morbidity and mortality associated with chronic diseases and healthy aging in Minnesota. This position will develop, evaluate, disseminate and support statewide programs to promote health and prevent cardiovascular disease, diabetes, asthma, poor oral health and their complications. The purpose of these programs is to reduce the incidence and prevalence of chronic diseases, chronic disease complications, by reducing or eliminating major behavioral health problems or risk factors among high-risk groups and the general population through policy, systems and environmental change.
Three years of experience as a supervisor or manager of professional or supervisory employees in a public health or health related program in a government agency or academic or healthcare setting.
A Master's degree in public health, health promotion, behavioral or social science, public administration, health care administration, management or a related field.
A PhD or terminal degree in one of the above listed areas may substitute for one year of supervisory or managerial experience.
Relevant experience should consist of the following:
Expertise in project management, with a demonstrated ability to use a planned approach to completing work effectively and efficiently.
Ability to establish effective working relationships and partnerships with a wide variety of state and local officials, community groups and organizations, employees and professional or public health organizations.
Experience with organizational problem solving and process improvement with the ability to analyze problems and
provide information and recommend changes in departmental policies, plans, and procedures.
Ability to foster a collaborative environment in which resources and expertise are shared across programs.
Oral and written communication skills sufficient to develop and present information in a clear and concise manner to
various levels of technical and non-technical people.
A PhD degree in public health, health promotion, behavioral or social science, behavioral epidemiology or related
Five years of experience as a manager of high-level professional or supervisory employees in a public health or
health related program in a government agency or healthcare or academic setting.
Experience in implementing strategies to change the health related policies of private organizations or governmental
entities capable of affecting the health of populations.
Experience in leading strategically by articulating health needs and a strategic vision, and serving as a thought leader
and catalyst for change.
Ability to lead and participate in groups to address emerging chronic disease issues.
Ability to manage a professional team, promote team and organizational learning and collaboration.
Ability to recruit and retain a diverse, interdisciplinary public health workforce (culture, age, gender, race, etc.)
Ability and experience preparing evidence-based proposals for funding from a variety of sources, including the CDC
and the NIH, and serving as the PI or Project Director of such proposals.
Knowledge of the socioeconomic and behavioral determinants of health disparities. Ability to build capacity at all
levels of decision-making to promote community solutions for ending health disparities.
Knowledge and ability to build evidence-base initiatives for healthy aging and capacity to lead development of an
MDH healthy aging program to address the PSE needs of older adult populations based on the evidence, best
practices, cultural norms and population trends.
Develop and adapt approaches to problems that take into account differences among populations.
Define and interpret non-traditional data to address chronic disease prevention and control (e.g. transportation data,
electronic health records and cigarette sales). Explain relevant inferences from quantitative and qualitative data.
Select and use appropriate data collection methods and maintain current standards of data collection. Discuss issues
of data integrity and comparability.
This position requires successful completion of a background check.
Must possess a valid Class D driver's license.
