This position exists to: 1) Conduct independent, high level evaluations and analyses for public health programs within the Sage Programs Section; 2) Assist in the design, development and management of Section data and evaluation plans; 3) Analyze and evaluate the feasibility, effectiveness and utility of various methods and strategies used to promote cancer and cardiovascular screening; 4) Work with Sage Data and Evaluation Team to design and oversee the implementation of assessments, surveys and intervention studies; 5) Review, analyze and interpret existing program data and coordinate, collect and analyze newly collected data; 6) Coordinate the production and delivery of accurate, clear and concise data reports for Sage partners, funders and MN state legislators; and, 7) Assist in the management of program data, ensuring quality and security.
Bachelors’ degree and five (5) years of related experience planning and implementing data collection and analysis projects. Experience must include data collection and management, statistical analysis, data interpretation, and communication of data analysis results through reports and presentations.

A Master’s degree will substitute for one (1) year of advanced professional experience; a PhD will substitute for two (2) years of advanced professional experience.
Master’s or PhD in Public Health, Behavioral Sciences, Psychology, Epidemiology, IT or related field.
Considerable knowledge of research methods and analysis.
Considerable knowledge of evaluation of public health programs and interventions.
Considerable knowledge of survey design, instrument design, and measurement.
Ability to coordinate multiple tasks and activities of others in order to effectively implement an intervention or survey/data collection project.
Considerable knowledge about public health principles, epidemiology, cancer control and community and/or health education and promotion.
Knowledge of and demonstrated experience managing large datasets, using statistical software, and computer programming.
Familiarity with modern database and information system technologies.
Experience with Linux configuration, SQL databases, Perl, Python and other related applications.
Ability to develop and maintain accurate and detailed progress reports and spreadsheets.
Knowledge and demonstrated experience defining QA strategies and dealing with large volumes of data & finding anomalies.
Ability to establish and maintain effective working relationships with others.
Ability to write effectively, prepare accurate and professional tables and reports, and collaborate on research projects.
